Philip Stephens. Receipt of letter from Viscount Barrinton to Ensign Laws of the 60th Regiment of Foot, asking for Peter Peters, a Seaman on one of the Dutch transports, enlisted to serve in the Regiment, to be delivered up. Lieutenant Young has refused to demand the recruit without orders from his Commanding Officer. We asked the Secretary of War to direct procurement of discharge but are now informed by Lieutenant Young that a further application has been refused by Lieutenant Colonel Christie. As the detention of this man will encourage Seaman of the Dutch transports to desert, stopping them from sailing when otherwise ready, we ask for the Admiralty to interpose to secure his release, Lieutenant Young having advised that several Dutch Seamen have left their ships in the last few days.
