Folios 234-235. Letter from [F N Sandford] of the Committee of Council on Education, to Lord Courtenay, Secretary of the Poor Law Board, informing him that the Committee agrees with the attached resolution of the Guardians of Southampton Parochial Union [Southampton Incorporation]. This proposes to provide payments, according to their Lordships' minute, dated 18 December 1847, for Emma Diaper, as pupil teacher in the workhouse school, from 1 October 1856. H M Inspector [Her Majesty's Inspector] states that the girl's case is peculiar. Although rejected 'on account of insufficient height', she was retained as a pupil teacher, has served two years and passed her examinations. However, no communication was made to the Poor Law Board, consequently she remains on the list of paupers and wears workhouse dress. He recommends she should be allowed two years' reserved stipend; the board should recognise her as an assistant officer; she should be removed from the pauper list and receive the normal pupil teacher's allowances. Copy of the guardians' resolution, passed in 1854, recommending Emma Diaper should be appointed pupil teacher for a period not exceeding 5 years. Signed by James R Weston. Annotation: annual grants 6602/1856. Mr Hawley [W H Toovey Hawley, Poor Law Inspector] notes that the guardians desire Emma Diaper to be appointed pupil teacher, allowed the usual extras and a reserved stipend for the last two years. 20 November 1856.
