Folios 57-58. Letter from Charles Barstow, Clerk to the Guardians of the Halifax Poor Law Union, to the Poor Law Commission, regarding the case of James Sunderland and family, following a letter sent by the Commission and from the Keighley Union about this case. He advises that Sunderland is a woolcomber, aged 42 years and has lived all of his life in Keighley. On the 10 September 1846, an application was made by the guardians of the Keighley Union to the Halifax Poor Law Union, to gain an authority to relieve Sunderland and his family. Barstow explains that due to a misunderstanding regarding the new Poor Removal Act, an order was sent to admit the family into the workhouse, and outdoor relief had been refused. There was a delay in admitting the family as the board of guardians for the Halifax Union had not convened to discuss the case, but a further order was submitted for the family to enter the workhouse. Sunderland applied to Mr Denham for outdoor relief back in Keighley, which was refused, and he made another application on the 18 November, which was also refused. After this, Sunderland and his family voluntarily travelled to Keighley as he had a furnished house there. The landlord had forcibly broken into the property and sold the furniture for rent. Sunderland again applied to the relieving officer at Keighley who refused to help, and Mr Barstow sent him to see Mr Denham at Ovenden, 9 or 10 miles away for assistance. He also threatened Sunderland with sending him to the Wakefield House of Correction if he tried to apply to the Keighley Union again for relief. Sunderland went to see Mr Denham alone, leaving his family in Keighley, stating he was going back as he could best get work there. Mr Barstow further advises that the overseers of Northowram (the township where Sunderland has been deemed as settled) had decided that the family was 'not removeable and had determined not to relieve them except under a removal order. However, as Sunderland was now destitute in Ovenden, Mr Denham did give him 2s casual relief. Barstow goes on to say that the family left the workhouse and voluntarily went to Keighley, but were not under a removal order to do so, and no application had been made until Sunderland had been threatened with the Wakefield House of Correction and Mr Green had refused relief. He also emphasises the point that Sunderland went to Keighley of his own volition and not under any suggestion made by Denham. Paper Number: 4408/B/1847. Poor Law Union Number 571.
