Folios 20-26. Letter from George Spencer, Clerk to the Guardians of the Keighley Poor Law Union, to the Poor Law Commission, acknowledging receipt of their circular letter of 18 January adverting to the observations contained in their circular letters of the 20 October and 4 December last. The Commission had enquired whether the guardians had made any distinction in their administration of relief since the passing of the statute, and if so in what manner that distribution had been made, and they had also requested that if the board of guardians had passed any resolution on the subject of the statute on the relief of the poor affected by it, that he would transmit a copy of every such resolution. In answer to the first enquiry, he informs them that the guardians of this union have made no distinction in the relief to the two classes, paupers settled, and paupers simply irremovable, and he hands them herewith copies of the resolutions of the guardians on the subject of the statute. Enclosed are 'Copy Resolutions of the Guardians of Keighley Union relative to the irremoviability of Paupers Act 9 c 10 Vic c 66'. 3 September. 'Ordered that the Clerk write to the Poor Law Commission to enquire to the future relief of paupers having resided 5 years in Out-Townships, and thereby becoming irremoviable under the recent act'. 30 September. The clerk read the circular, dated 17 September, received from the Commission explanatory of the provisions of the recent Act respecting the irremoviability of paupers and also several circulars from other unions declining in future to sanction relief to such paupers. Ordered that the clerk forward similar circulars to other Unions which have hitherto relieved paupers for this union, and that the clerk make the returns of paupers required by other unions. 1 October. Ordered that the clerk write to the guardians to attend a special meeting for the purposes of taking into consideration the recent act respecting the irremoviability of paupers. 28 October. The clerk read the circular of the Commission of the 20 October with the attorney and solicitor general's opinion on the Irremoviability of Paupers Act. Ordered that the general subject be taken into consideration on Wednesday next, and that the clerk give notice thereof. 4 November. Ordered that the consideration of the irremoviability of Paupers act be adjourned to Wednesday next. No further order has been since made. There is also enclosed a printed letter and enclosed [blank] form from George Spencer, Clerk to the Guardians of the Keighley Poor Law Union, requesting information about the cases relieved by other boards on account of the Keighley union and showing the period of residence of each person in any parish, township or place, in [any other] union. He intimates that the Keighley board cannot sanction or authorise the payment of relief granted to any person who, under the provision of the recent act for amending the laws relating to the poor has become irremovable.
