Folios 185-186. Letter from John Lloyd Lugger, Rector of Tregony to the Poor Law Commission, concerning Ball's [Nicholas Ball] claim on his parish. He explains that they borrowed £200 from the late Admiral Kempe [Arthur Kempe. Kemp transferred the security to Ball and the parish paid him interest and £100 of the principal before the Truro Poor Law Union auditor refused to allow further payments. The validity of the transfer from Kempe to Ball has been questioned. When the parish officers wrote to the Commission they agreed the claim was valid but would not give directions on what to do. Lugger writes 'you surely cannot seriously mean to leave us in such a difficulty.' They will not act without the Commission's authority and appeal for advice.
