Folios 29-32. Letter from William Rees, District Auditor, Liverpool to the Poor Law Board. He refers to the audit he has carried out of the accounts of the Liverpool Select Vestry for the half-year ended 29 September 1851. He complains that there is confusion in the provisions of the Liverpool Select Vestry Act, in particular its powers and functions. He has had difficulty in dealing with the accounts as there is no distinction between transactions of the vestry and the overseers. His view is that this 'most useless statute' should be repealed. Enclosed is a copy of a letter sent to the vestry at the time of the audit. The auditor says that the receipts and expenditure of the select vestry and the overseers should be kept separately. He welcomes new accountancy practice which should provide a check against fraud. A number of payments owed to the vestry should be obtained. He recommends that someone should be appointed to manage the clothing accounts, as these are presently poorly kept by the matron. He remarks that he has previously allowed some large law bills as a charge on the poor rates, but in future these will be scrutinised closely. He warns that at the next audit he will not allow any charge which he feels has been 'needlessly or illegally incurred'. He concludes that the vestry should consider calling on the experience and expertise of the vestry clerk and the Poor Law Board, rather than burdening the rates with the costs of legal advice.
