Folios 67-68. Letter from W and E Willoby [William Willoby and Edward Willoby], Clerks to the Guardians of the Berwick-upon-Tweed Poor Law Union, to Edwin Chadwick [Secretary to the Poor Law Commission] requesting the Commission's opinion on the regularity of a meeting of the Guardians of the Berwick-upon-Tweed Union held on 1 April. An extraordinary meeting of the guardians was held on 1 April to examine applications for the post of Relieving Officer for the Norhamshire District. Before this meeting, newly elected guardians had taken office. The clerks question whether the board which had adjourned at the previous meeting (held on 25 March) had the power to authorise the new board to meet. The clerks request a reply in time for the meeting on 8 April in case it is necessary to re-elect the Chairman and Vice-Chairman. Annotated: 14 April 1845 by W G L [William Golden Lumley, Assistant Secretary to the Poor Law Commission], to state that the competence of the guardians to appoint the chairman and vice-chairman at an adjourned meeting is doubtful and complicated by having new guardians present at this meeting.
