Folios 470-473. Draft letter from the Poor Law Commission to Henry Edwards Paine, Clerk to the Guardians of the Rye Poor Law Union, on the subject of workhouse accommodation. The Commission has received Parker's [Henry W Parker, Assistant Poor Law Commissioner] report on his conference with the guardians on 1 November 1842. The Commission understands the difficulties of the guardians in having to work with inadequate workhouse accommodation, and understands that the difficulties will increase in the winter season. It wishes to do all it can to assist. The Commission is pleased that the guardians are considering building a new workhouse which will permanently address the present problems and will assist should the guardians resolve to pursue that course. The Commission is also pleased that the guardians will appoint a superintendent of outdoor labour as without such supervision the outdoor labour test is ineffective. Although it is agreed that the outdoor labour test is not as satisfactory as an efficiently run workhouse, it is an appropriate measure in the present circumstances. Although wishing to help the guardians the Commission cannot increase the maximum numbers of inmates it has fixed, as those numbers are already higher than those the medical officers advise. If the guardians can find additional premises to hire for a few months the Commission will do all it can to support the guardians. Paper number: 13725/B/1842. Poor Law Union Number 484.
