Folios 61-68. Draft letter from the Poor Law Commission to Jos Wood, Chairman, Burslem, answering the memorial from the Burslem inhabitants [of 15 December 1837 number Paper number: 10933/C/1837] explaining the delay as result of correspondence with an assistant poor law commissioner going astray. Reasons were given for uniting parishes, even those with very different resources and populations, to standardise poor relief practices. Burslem was not exceptional in the way that Stoke upon Trent was, and its improved workhouse was still unable to provide full classification and separation of paupers. The reported employment of paupers in local manufactories was totally against the principles of good management and an interference in the labour market, whereas the application for entry to the workhouse was the proper test of the needs of the able bodied. Mr Stevens, [Thomas Stevens], Assistant Poor Law Commissioner, had examined all the matters at issue and recommended the union of Burslem with Wolstanton. Paper number: 10924/C/1838.
