The Admiralty to the Navy Board. The circumstances relating to payments for the carrying of freight, certified by Mr Nelson, Storekeeper at Deptford, to a person named French. It appears a 20% profit was made on these transactions without the knowledge of the Navy Board or the Deptford Commissioner. A person named Kite was always ready to provide vessels when required. Opine that Mr Nelson has caused an extra charge of 20% upon the Public. Whether this fraud was committed for his own benefit, or that of Mr French, does not affect the public position. Cannot agree with your conclusion, and do not consider your expressed displeasure to Mr Nelson sufficient punishment. Even if fraud cannot be proved, Mr Nelson has been so shamefully negligent that his instant dismissal is ordered. Consider it extraordinary that this could have happened in so public a manner at a port so near the residence of the Navy Board. We are concerned that you expressed disapprobation of Commissioner Cunningham's conduct and did not intend to take further action
