Hon. William Wellesley Pole. The Admiralty order of June 1808 directed that iron ballast is cast, according to Lionel Lukin's model, for the lower tier of ships proposed for experiment. Before we order the ballast to be cast we advise Mr. Lukin's mode of stowage has been tried on HM ships without any beneficial effect. Single ballast will lodge in the apertures in the iron and destroy the intended benefit so we would be contaminated by the bilge water. Ask for further directions
