William Marsden. The officers at Antigua report difficulties caused by incapacity or absence of the Commissioner. The Caulkers were reassigned by the authority of the officers since the senior officer at the port, Senhouse, commander of Express, was only a Lieutenant, which was insufficient authority to reassign the caulkers. Cites refusal of Captain Sayer of Galatea, senior officer of the port November 1806, to interfere in yard services owing to an Admiralty order prohibiting interference when a Commissioner is in residence. Antigua is without a Commissioner or Storekeeper owing to the departure of Commissioner Lane on the Seine in November 1806 and Mr. McIraith being on leave in the same month.
