William Marsden. Mr Thomas A. Jessop, Purser of the Northumberland, has written with a receipt from the ship's Surgeon for blankets that he supplied for use by men wounded in the action off Saint Domingo. Ask if the value of these blankets may be allowed in the Purser`s accounts, bearing in mind that, by an Order of October 1798, blankets are not included amongst articles that may be supplied to wounded men.
