William Marsden. Admiral Young, Commander in Chief, Portsmouth, has sent a report received from Rear Admiral Sutton. Rear Admiral Sutton with Dr. Baird, visited the Portsmouth hulks and reports the mode of fitting the Carnatic as a receiving hulk, will be found to be the most suitable for general adoption, but with iron ballast instead of limestone. These hulks are to be fitted out to a common pattern and the Plymouth Officers have been asked to send a plan, profile and section of the Carnatic. There is a difference of opinion between the Plymouth and Portsmouth Officers as to how much iron ballast will be needed. Asks for the plans and ballast estimates to be considered and directions given
