Philip Stephens. Have appointed a vessel at each of the out ports to bring guns wanted for them in the River by Order in Council. The Customs Officers at Whitby have allowed the guns for the transports to be shipped from there but as no vessel is coming from Scarbrough, Newcastle and Shields, the Officers will not allow any guns to be shipped under the present Order, although there are other vessels at each place that will bring them to the River when a 2nd order is granted
