Philip Stephens. Admiral Sir George Brydges Rodney, late Commander in Chief at Jamaica informs us that he directed the Acting Naval Storekeeper to draw bills for engagements entered into and other contingent expenses and these are to be charged as an imprest against him, for which he would send contingent accounts and vouchers. The Jamaica Officers have sent a copy of the order and a copy of their remonstrance to him, with one of his subsequent orders, requiring immediate compliance at their peril, when the bills were drawn. Opine this method of taking up money is without precedent and contrary to the Rules of the Navy and our instructions to our Officers. Ask if we are to accept these bills and if so, how they are to be accounted for. Sir George has been responsible for many irregularities
