Philip Stephens. Richard Key has asked for an objection to the passing of the accounts of Captain Talbot for the Lively, by overbearing 269 men for a day, may be dispensed with. Have written to the Commissioners of Victualling for a state of the case and are informed that between June 1771 and December 1772, the ship's complement was overborne for one day. Captain Talbot has not complied with the Act of Parliament for bearing an additional widow's man when the broken number of the Complement should amount to fifty, and should have borne a 2nd widow's man on increasing his complement. Ask whether the victualling should be allowed
