Philip Stephens. Lieutenant Henry Townshend, late Commander of the Lion cutter, has petitioned against the charge made on his pay for having borne a Pilot after orders had been given for discharging him. An order of March 1767 caused pilotage expenses to be charged on the Lieutenants employing extra Pilots after they had 2nd Masters on board for 3 months. Lieutenant Townshend bore a Pilot on the cutter from June 1767 to July 1768. He says he was unaware of the order prior to sailing from Plymouth to Scotland. Opine that in view of his statement and the fact that the order was kept at Plymouth until he returned in August 1768, the charges against his wages can be removed
