Philip Stephens. Pensions are to be paid to Quartermen, Shipwrights and Caulkers and have given orders to the Yards for the discharge of the men accordingly. We are to sign bills upon the Treasury for the payment of the pensions but observe this method would cause an increase in the Article of Bills as well as the business of this and the Office of the Treasurer of the Navy. The men would chiefly continue their residence near the Yards from whence they are discharged and if paid by bill would be obliged to employ Agents to receive and remit their money. Suggest they are entered on the Quarter Books and paid at the Yards
