Philip Stephens. Messrs. Carr and Hepburne, mates of two of the East India Company's ships at Fort St. George are to be paid an allowance for having relinquished the advantages of their voyage to China and voluntarily engaged to serve a pilots on the Lenox and Elizabeth to Manilla. Not being able to judge the merits of their service and the advantages they may have lost, we wrote to Vice Admiral Cornish, who informs us that Mr. Carr is second Mate of the Admiral Watson, lost the advantages of his voyage to China but also to England and had to return home in the Seahorse. Mr Hepburne after the reduction of Manilla, returned home on the Essex and opine Mr. Carr may be entitled to £100 and Mr. Hepburne to £60.
