John Clevland. Walter Taylor has proposed erecting engines on the Yards for making blocks for the Navy after a better method than is now practiced. Haver directed an experiment of their utility at Deptford in the presence of Board members. Were satisfied with the advantages by the use of these blocks as they are cut with greater accuracy, the friction is reduced and the purchase increased. Opine the improvement will be of great benefit to the Service in saving the Wear of the Blocks and Rigging of the Fleet. The erecting of his machines would be attended with many inconveniences and greater expense than being supplied by contract. He is willing to undertake the contract at Portsmouth and have agreed with him accordingly and allowed him to take blocks already made to extend this improvement into general use
