John Clevland. The Peter and Anne brigantine, Hendrick Peterson, Master, from Norway, was sent to the Downes by Captain Hughes of the Portland. She was bound with deals and balks to Dunkirk. Have directed the Deal Officer to direct her to Chatham to be unloaded for the purchase of the cargo. Commodore Moore refuses to give the Master his papers as he has orders to detain her and no orders to send her to Chatham
