Captain Simcoe of the Prince Edward writes that Cooper sent him a petition complaining of the treatment he suffered from Lieutenant Carew, against whom he was considering a complaint. Simcoe says his complaint was base, false and malicious. He reports that William Willeford made an oath before a JP in July, in which he swore that Cooper had stolen cordage and gunpowder from the ship. He did the same at Kinsale. Willeford knew other things about him - mutiny, drunkenness, neglect of duty and disobedience. As a result Cooper is confined and faces Court Martial. His Captain says he will be proved one of the greatest villains of the age. He joined the Navy to avoid punishment for smuggling. Simcoe says his policy of controlling use of storerooms prevented Cooper from emb ezzling more stores. This is the reason why Cooper was opposed to Carew.
