Thomas Corbett. We are to procure vessels to be filled with stones to sink in Ostend Harbour if necessary to make it useless to the enemy if they take the place. Mr. Goodwin, Master Attendant at Woolwich is to go with them to Margate Road. Have directed the Deptford Officers to assist. All owners declared they could not procure men for them in less than 3 weeks so treated with them for their ships to be fitted only and the Government should find a Master and men to man them. Have hired four ships
