Papers of Sir Godfrey Herbert Ince as successively Secretary of the Production Executive, Director-General of Manpower and Permanent Secretary to the Ministry of Labour and National Service. The series comprises folders of annotated committee papers, with some correspondence, departmental minutes and draft memoranda of the Manpower Committee (1940-1945), set up to examine the current and required distribution of manpower during wartime.
The records mainly concern surveys carried out of, for example, age analysis and population distributions in different occupations, the current distribution of man-power between the armed forces and civil defence, munitions and government services, exports, home markets and services to the civilian population, and estimated future requirements of manpower.

Godfrey Herbert Ince entered the Ministry of Labour in 1919. In January 1941, he was seconded to the offices of the War Cabinet, to take charge of the Production Executive Secretariat. He became Director-General of Manpower in June 1941, becoming Deputy Secretary in the Ministry of Labour and National Service in June 1942 and Permanent Secretary in November 1944, representing the ministry on a number of committees dealing with manpower and production. He received a knighthood in 1943. He wrote The Ministry of Labour and National Service (New Whitehall Series), which was first published in 1960.
