Folio 64. 'Lunatic Return. Dangerous Lunatic in the Workhouse'. Draft return from the Poor Law Commissioners to John Harrop, Clerk to the Manchester Board of Guardians, made in pursuance of the Lunatics Act of 1845, regarding the case of Paul Donovan, aged 80 years, described as a 'lunatic' dangerous to himself and others and maintained in the union workhouse. The Poor Law Commissioners point out to the guardians that under the Poor Law Amendment Act of 1834 (4 and 5 William IV Cap 76) nothing in the Act authorizes the detention in any workhouse of any 'dangerous lunatic', insane person or 'idiot' for longer than 14 days and that for anyone doing so it is to commit a misdemeanour. The Commission wish to know what steps have been taken for the removal of Donovan to an asylum.
