The Legal Branch (subsequently referred to as the Solicitor's Branch) was initially established within the Ministry of Fuel and Power to provide a common service to all policy divisions in the administration of wartime controls. It also handled the legal aspects of nationalisation of the power industries and became involved in questions of compensation and severance payments to collieries under the Coal Industry Nationalisation Act 1946. This increased its workload dramatically. In 1948 these functions passed to the Treasury Solicitor, although the work of the Ministry of Fuel and Power Division of that department remained closely connected with that of its department of origin.
