Lacks 31 Oct - 27 Nov 1856, 3-16 Sep 1857. "Seat of government" moved to Wellington Inn, Bridge Street, Manchester, 29 Apr 1858, and to St. John's Porter House, Stone Bridge, Bristol, 14 Apr 1859. Includes rpts. of buildings to be begun and of machinery invented, e.g. 3 Sep 1857, rpts. re employers' proposals to pay men at hourly rates, 15 & 29 Apr, 13 & 27 May 1858; extended rpt. of "lock out strike" in London, 29 Sep 1859; Ashton-under-Line [Lyne] proposed alterations in local working rules, 24 Nov 1859.
