The Third International Locust Conference was held at the House of Lords in London from 11 to 18 September 1934, as a consequence of the recommendations made by the Second International Locust Conference held in Paris in 1932. Delegates represented the governments of Afghanistan, the Union of South Africa, Belgium, Great Britain and Northern Ireland, Egypt, Spain, Abyssinia, France, India, Italy, Liberia, Portugal, and Anglo-Egyptian Sudan. The President of the Conference was Sir John Chancellor, former High Commissioner for Palestine and Transjordan, and the Secretary-General of the Conference was Francis Hemming, Secretary of the Economic Advisory Council of the United Kingdom. The Conference addressed the general problems concerning all species of locust found in Africa and Western Asia, the special problems of each species and the steps for further investigation, and arrangements for further international co-operation in anti-locust research. The Inter-Departmental Preparatory Committee was appointed on 5 April 1934 by the Secretary of State for the Colonies to advise him as to the date of the opening of the Third International Locust Conference, the countries to be invited, the composition of the UK delegation and other arrangements to be made for the Conference such as staff, accommodation and hospitality. The Committee consisted of C.E. Baines from the India Office, W.J. Bigg and G.F. Steel from the Colonial Office, D.C.J. McSweeney and R.R. Sedgwick from the Dominions Office, Sir Guy A.K. Marshall, Director of the Imperial Institute of Entomology, and Francis Hemming (who acted as Chairman of the Committee) and D.H.F. Rickett from the Economic Advisory Council.
