This Committee was formed after a meeting held in Northwich in October 1819 as a result of fear of public disorder. Subscriptions were solicited and a new regiment of Yeomanry Cavalry was formed as well as the Earl of Stamford's Squadron, the Adlington Troop of Lancers, the Wirral Troop and a body of infantry from Knutsford.
The 'Cholmondeley' Tent no.1326 was opened in 1880 in the Winsford and Norley District No.19 and from 1912 met in the Barrow Methodist Sunday Schoolroom. The juvenile section was styled 'Hopeful' Tent.
