The main set of minutes contained in these files relates to the TURC Management Committee, which from 1989 became the combined TURC / YETRU Management Committee [but still periodically referred to as just the TURC Management Committee]. This is a relatively complete series with minutes of regular, scheduled meetings as well as the obligatory annual general meetings and special meetings as required. In addition, a range of other minutes is contained, often included as supporting papers for agenda items, but sometimes filed as stand alone items. Such minutes include those of staff meetings and consultative meetings between the Management Committee and staff trades unions. Minutes of the "Save TURC" campaign also appear, as do occasional minutes of the BTUC Council and Executive Committee, where they contain items specifically relating to TURC.
In addition to such minutes, supporting papers also include reports and correspondence. The role of the Management Committee as a board of directors for TURC ensured that a steady stream of financial and operational reports from TURC Publishing, TURC Print and TURC Video was considered by Management Committee and is retained in this series. Correspondence between the Management Committee and West Midlands County Council, Birmingham City Council, BTUC and TUC is also contained.
The Management Committee formed a Staffing subcommittee and also a Finance Sub Committee [sometimes referred to as the Finance Committee]. Copy minutes for these are attached as agenda items with the main Management Committee minutes. These are very useful, but a full sequence is not retained, and they are included purely as additions.
Occasionally, minutes of the BTC Council and Executive Committee are included, where they contain decisions directly affecting TURC.
Financial and Policy Approval forms regularly appear in this series, submitted by staff from all parts of TURC. They were a device to keep staff in line with BTUC wishes, as expressed through the Management Committee. The range of subjects covered provides an insight into the operational environment and concerns of TURC staff, as although they reflect exceptions to routine practice they also deal with relatively low level matters. Major policy issues would be handled by reports or presentations to the Management Committee.
The reports and correspondence may be partial duplicates of material held elsewhere, particularly of the subsidiary records but are retained in this sequence because of the context that they provide the Management Committee minutes.

This series was established as an administrative tool, rather than for governance purposes. Therefore, the minutes do not constitute a formal series of signed copies and there are some gaps in the sequence. However, the inclusion of supporting papers from a range of sources permits a good overview of the issues facing the Centre over time.
