Overseers were appointed by Justices but were in practice the nominees and servants of the Vestry and were responsible for the assessment and collection of the poor rate and general management of the poor until the 1834 Poor Law Amendment Act transferred this management to Boards of Guardians. The overseers retained their rate collection function until 1929.
