The Committee was created at the request of the Archbishop of Canterbury to advise him personally on whether changes to the administration of the Church Commissioners might be desirable. The terms of reference excluded consideration of the appointment of the Church Estates Commissioners. The Committee was chaired by Lord Monckton and met for the first time on 28 November 1962.
