An incorporation of guardians of the poor of the parishes of Ellesmere, Hordley, Baschurch, Myddle and Hadnall was set up by Act of Parliament in 1791, and a workhouse built at Haughton, Ellesmere in 1792. This was taken over as the Union Workhouse when Ellesmere Union was created in 1836. The new Union included other parishes in the area, including several in Flintshire (now Clwyd). The County Council took over responsibility for the Union's functions in 1930.
