The form of these returns is described in Schedule E of 16 & 17 Victoriae c.97 mentioned above. Every quarter, the medical officer of the parish or union had to visit all pauper lunatics not in an Asylum and determine whether they were being properly cared for, or if they should be admitted to an Asylum. A return was made of the cases visited.
