Administrative / biographical background

Until 1947 the main responsibility for planning rested with district councils. County responsibilities were fulfilled by the County Planning Sub-Committee, 1930 - 1948 and the Planning and Development Committee, 1944 - 1945. The Town and Country Planning Act, 1947 transferred the planning responsibilities of district councils to the County Councils and County Boroughs. Under the Act, the Planning Committee was the instrument of the County Council's new powers from 1947 - 1950, known as the Planning and Development Committee from 1950 - 1974. On the redistribution of powers once more under the Local Government Act, 1972 the Planning and Industrial Development Committee was formed. These files were produced by the Planning Section of the Clerk's Department which served the Planning and Development Committee, with some later additions by the post 1974 Planning and Industrial Development Section of the Chief Executive/Clerk's Department. The original references have been retained in square brackets.
