9th Jan. 1852. Abstract of business for the Council Meeting

9th Jan. 1852. Edwd. Bennett from Redstone near Ludlow, asking when he may expect the abstract of title relative to his purchase of land at Saltney from the Town Council.

15th Jan. 1852. Edwd. Bennett from Redstone near Ludlow, stating that the application to the Lords of the Tresury has been neglected. Mr. Massie is very anxious to begin building. He presumes he has purchased from the Council 5a. 0r. 17p. and shall have to pay £350.

20th Jan. 1852. Edwd. Bennett from Redstone near Ludlow, explaining a difference in his measurement and that of the Surveyor. The correct measurement is 5 acres, 23 perches and he is prepared to give £360 for the land on being presented with the title.

22nd Jan. 1852. Wm. Boden to Mr. Paul, Town Office, stating that there are 1346 houses in St. Oswald's parish.

31st Jan. 1852. Thos. Proud, for Chester Gas-Light Co., Cuppin Street, to the Chairman of Improvement Committee, asking that the Company in future may be allowed to do the paving when they find it necessary to take it up, subject to the approval of the City Surveyor.

11th Feb. 1852. H. Waddington from Whitehall to the Visiting Magistrates of the City Gaol, Chester, asking for a report upon a letter from Mr. R.O. Crosse, a prisoner confined for debt, complaining of his treatment.

Postmark 13 Fe. 1852. Wm. Ramsay from Oak Cottage, Farndon, to the Mayor of Chester, complaining of the dangerous state of that part of the City road leading over the Boughton cliffs, particularly about the new house being built there where he had an accident.

28th Feb. 1852. Declaration by William Shone, made before Phil. S. Humberston, Mayor, that he will make an impartial and distinct survey and valuation of all premises in the City according to the Act. of 9 Vic.

5th March 1852. Letter from Peter Eaton from Northgate St. Brewery Chester, to the Chairman of Corporate Estate Committee, desiring to lease a stable in Walls Lane, lately held by Mr. Chalton, flour dealer but now unoccupied, if they will put it in order.

8th March 1852. Printed summons to attend a Monthly meeting of the Council on Friday next, with notice of agenda.

n.d. Notice of motion by Alderman W.H. Brown concerning a payment of up to £44 to be paid for presses for the Records when their arrangement is completed.

10th March 1852. Letter from James Pownall from Crane St. concerning the nuisance from the Iron Foundry, enclosing:-

Memorial, with many signatures, against the nuisance which may arise from the erection of works intended for building and repairing 'Iron Steam Vessels' adjoining the site of the late Roodee Foundry. Attached to this are a) 1st March 1852. a letter from Earl Howe re from Crane St; b) 11th March 1852, a letter from Thomas O'Hara from Watergate supporting the Memorial.

20th March 1852. Notice from George A. Bell from Newgate Street, to Edward Roberts, that he will vacate the office at the Cross, which he holds under the Corporation in 6 months from 25th March inst.

20th March 1852. Thomas Bulcock from Church Street, Clitheroe, to the Mayor, asking to be informed by return whether the burgesses and ratepayers in Chester are at liberty to be present at Council meetings to watch and hear proceedings.

20th March 1852. J. Larden Bromfield to John Finchett Maddock, acknowledging his letter with a copy resolution of the Council respecting raising the footpath in Paradise Row but asking whether the Council refuse to make any compensation to Mrs. Devaney.

28th March 1852. The Sheriff to John Finchett Maddock, giving notice of motion - for a committee to inquire into the circumstances of the sale of small rents belonging to the St. John's Hospital Estate, by which this Council has very lately had to make good by the payment of a considerable sum -& to report thereon.

6th April 1852. (Copy?) Resolution of the Race Committee concerning a want of attention by the Roodee Keeper, Joseph Griffith, to the state of the ground.

14th April 1852. Report by B. Baylis, City Surveyor, to the Visiting Magistrates of the City Gaol, concerning defects in the new buildings.

21st April 1852. Robert Williams from Tan y Goppa, Llandulas, to Mr. Edward Hughes, at J. Finchett Maddock's, Chester, concerning his coming to Chester later in the month to sign a stamp for him, and concerning his family. With envelope.

20th May 1852. Note from the Dean of Chester to the Town Council, acknowledging receipt of a memorial relative to the King's School, which he will lay before the Chapter.

31st May 1852. J. Gamon to J.F. Maddock, acknowledging a copy resolution of the Council re the Gorse Stacks Property which Mr. Walker will attend to on his return.

3rd June 1852. Messrs. Potts to J.F. Maddock. They are unwilling that the rate of interest upon £200 secured to them upon the Chester Improvement Rate should be reduced.

4th June 1852. Henry Lloyd Jones from Bangor, to J.F. Maddock, asking for a delay in Turner v. Williams.

7th June 1852. Margt. J. Greaves from Formby, to Edward Roberts, acknowledging the circular concerning a reduction in the rate of interest payable by the Town Council re money borrowed from Mrs. Wainwright, who is too unwell to be communicated with.

8th June 1852. Mr. Salmon from Huxley Hall to Mr. Roberts, pointing out that the next half year's interest will be due on the £1500 on Nov. 8th. He wishes to have his principal then, as he will not take 4%.

8th June 1852. John Walker to John F. Maddock, concerning the copy minute of Corp. Estate Committee, asking for a statement from him that the Corporation has purchased at £600, and suggesting a proper agreement stating when the purchase money will be paid.

24th June 1852. The Dean and Chapter to the Mayor, Alderman and Councillors, replying to the Memorial concerning the Grammar School founded by King Henry 8th and departure from the intentions and ordinances of the founder. They had suspended the allowances of twelve of the twenty-four scholars and added it to the stipends of the other twelve, who form the body of choristers. They now resolve to resume the suspended allowances. The twelve choristers are considered part of the twenty-four scholars as the 26th Statute seems to include them in the number to be maintained at the cost of the Church. They have resolved, however, to provide separate education for the twelve choristers and to admit twelve additional boys upon the foundation as Grammar Scholars. They assure the Mayor and Corporation that, if any of the foundation scholars go to Oxford or Cambridge, they are prepared to grant Exhibitions under the 38th Statute. They observe that the distribution of their revenues is governed by Order in Council. Signed and sealed: Fred:k Anson, D.D. Dean.

24th June 1852. Affidavit of John Morris of the City of Chester, 'gilder', that William Vernon, son of William Vernon, the elder, of the said city, was bound apprentice to him by indenture dated 21st May 1836, which was not enrolled. Signed: John Morris, before Phil. S. Humberston, Mayor.

25th June 1852. John Greenwood from the Treasury to the Town Clerk, returning the approved draft conveyance, Corporation of Chester to Bennett.

26th June 1852. Fred: Thynne, 11 Great George St, Westminster, to the Corporation of Chester, complaining that the buildings on the Corporation land at Hough Green were likely to interfere with the occupation road belonging to Lord Howe, leading from Curzon Park to the turnpike road, and enquiring whether, in order to enclose the new road into Curzon Park, Lord Howe might have a lease of ground adjoining it and lying at the back of Lord Westminster's plantation next to the Mold Road.

31st July 1852. 12th Aug. 1852. John Walker to John Finchett Maddock, for T.B.Jones' Trustees, suggesting that he purchase the property adjoining the Cattle Market for £600 on behalf of the Council.

13th Aug. 1852. George Jones from Hargrave School to the Chairman of Finance Committee, concerning a reduction of interest. He agrees to 4% interest but asks that the future principal shall be £400 instead of £300.

14th Aug. 1852. John Philpot to J.Finchett Maddock re plan and papers re St. John's Hospital.

14th Aug, 1852. J.W.Barrell from 3 Norfolk Street, Manchester to J.F.Maddock. They have not replied to his letter before as Mr. Hitchen was unable to see them before re Queens Park.

16th Aug. 1852. M.E.Jenkins from Liverpool to Thos Finchett Maddock. He is not prepared to leave his £500 with the Corporation at a lower rate of interest and has made arrangements for investing it in the United States with as good security and better rates.

26th Aug. 1852. William Massey to J.F.Maddock, refusing to remove a fence enclosing his land at the upper end of Greenway Street, Handbridge, without compensation from the Council.

31st Aug. 1852. Jane Dean from Eastgate, Chester, to J.F.Maddock, desiring to purchase the land known as Bowling Green Bank or the triangular piece of land near the Water Tower, belonging to the Council.

1st Sept.1852. Notice of motion from Henry Platt: that the Council recommend to Improvement Committee the necessity of devising means to make the square set pavement what it was originally intended to be, viz. a good safe and durable roadway, also to call their attention to the more efficient scavenging the Walls, public walks and approaches to J.F.Maddock.

n.d. [Sept.1852]. Notice of motion from E. French: that the centre and most level part of Hough Green be enclosed, that the manure from the streets be spread on the inclosure, and that the whole of the rubbish from the City be deposited on such parts of Hough Green as need filling up.

- Sept.1852. Copy letter from Town Clerk forwarding the annexed Copy Resolution of Finance Committee of 17th June, with reference to the reduction of interest on mortgages of the Chester Improvement Rate to 4% and stating that Committee will next meet on the 30th to act on the resolution.

17th Sept.1852. Copy notice from Jno. Finchett Maddock to Mr. James Bingley to remove the hut he has made on the bank of the Dee near the end of River Lane, Handbridge. "Served a Copy 17th Sept. John McCreery."

18th Sept.1852. Notice to Mr. Thomas Massey, from Jno. Finchett Maddock, to remedy a nuisance caused by the drainage from his houses by the City Walls, passing through the City Walls and falling upon the road adjoining the River Dee in the Groves. "Served a Copy September 20th Emanuel Hughes."

23rd Sept.1852. Printed summons to attend a Special meeting of the Council on Monday next to consider what steps should be taken on the lamented death of the late Duke of Wellington.

1st Oct.1852. Notice of motion by Mr. Glower that the Town Clerk being unqualified for the proper discharge of the duties of his office. This Council respectfully requests that he will resign.

9th Oct.1852. Edwd Tilston from Kings Buildings, to Jno. Finchett Maddock, offering to lend £2150 to the Corporation at 4% interest.

October 1852. Draft Address to the Queen.

7th Oct.1852. C.B.Phipps from Balmoral to J.F.Maddock whose letter of the 4th will be handed to Walpole on his arrival there tomorrow. He thinks privately that the Queen will consent to receive the greetings of the Mayor and Town Council upon arriving at Chester Station but the official communication must come through the Secretary of State.

11th Oct.1852. J.H.Jolliffe from Whitehall to the Town Clerk, stating there will be no objection to the presentation of an address. Mr. Walpole who will be in attendance on the Queen will present the Mayor to the Queen at the door of the railway carriage for that purpose.

11th Oct.1852. J.Williams from the Bank, concerning arrangements for all the Town Council to be present at the station for presenting the Address.

12th Oct.1852. The colonel commanding the troops at Chester to the Mayor, concerning military arrangements for the Queen's visit.

11th Oct.1852. Mayor of Flint to the Mayor of Chester, asking whether, when the Queen visited Chester on Wednesday next, she would like to stop at Flint Station on her way down to Bangor or up to Saltney, to see the ruins of Flint Castle.

11th Oct.1852. John Walker to the Chairman of Improvement Committee, with reference to a resolution of that Committee, Mr. Glanville declined entering into an agreement which would leave the value of his property not scheduled to arbitration.
