The Church Schools Association was formed in 1897 to meet government requirements in connection with the fee grant and with responsibility for church schools. Until 1919 it was organised separately from the Board of Education (see EDM 3) whose responsibility was for training colleges and religious instruction. In that year, however, the Board of Education was dissolved and its functions taken over by the Church Schools Association. In 1944 it was re-named the Diocesan Education Association, whose objects were "to act as education authority for the Church in the Diocese... to promote efficiency... of Church Schools and provide for the maintenance, improvement and extension of such schools..."
In 1959 a new Board of Education was set up with four councils (later committees): Children's Council, Youth Council, Adult Council and Schools Council - the last mentioned as the Diocesan Educational Association.
