The Rural District of Hitchin created under the Local Government Act of 1894 contained the parishes of Bygrave, Caldecote, Clothall, Codicote, Graveley, Hexton, Holwell, Ickleford, Ippollitts, Kimpton, Knebworth, Langley, Letchworth, Lilley, Newnham, Norton, Offley, Pirton, Preston, Radwell, Shephall, Kings Walden, St Pauls Walden, Walsworth, Weston, Willian, Great Wymondley and Little Wymondley (the latter two parishes being combined in 1936). In 1908 Norton became part of Letchworth parish, which itself left the Rural District to become an Urban District in 1919. In 1921 Walsworth was incorporated in Hitchin Urban District and in 1935 Willian became part of Letchworth Urban District. In 1935 the Rural District was enlarged to contain the parishes of Rushden, Sandon and Wallington (previously in Buntingford Rural District) and Ashwell, Barkway, Barley, Hinxworth, Kelshall, Nuthampstead, Reed and Therfield (i.e most of the former Ashwell Rural District).
This Rural District Council's successor from 1 April 1974 was North Hertfordshire District Council, which holds most of its surviving records.
