The first petty sessions court was held at the Old Ship Hotel, Brighton, in September 1812. Prior to that Brighton cases were heard at Lewes. The Quarter Sessions returns of the divisional clerks in 1816 show that the Brighton Division covered Brighton, West Blatchington, Hangleton, Hove, Portslade, Poynings and Preston (QAD 1/E1). The Brighton Borough Petty Sessional Division was created in 1854 with the incorporation of the Borough on 19 January 1854. The Brighton Borough Division was defined by the boundaries of the borough and the other parishes became part of the Hove County Division. The pre-1854 minute books and licensing register listed below therefore relate to the earlier and larger Brighton Division and the post-1853 volumes to the Borough Division.
