A Rural Sanitary Authority was probably formed for Horsham Union in 1872 under the Public Health Act of that year, though the earliest minutes to survive date from 1882. In January 1895, it became Horsham Rural District Council under the terms of the Local Government Act of 1894.

There have been several changes in the boundaries of Horsham R.D.C. and of its constituent parishes. The main changes have been tabulated below. Full details of all changes and the reference numbers of the appropriate orders and plans may be found in Boundary Changes in West Sussex (W.S.R.O. MP 1348).

Lower Beeding : 1933, part of Crawley added to Lower Beeding. 1956, part of Crawley added to Lower Beeding and part of Lower Beeding added to Crawley to form Crawley Urban District. 1972, part of Lower Beeding added to Nuthurst and part of Nuthurst added to Lower Beeding.

Billingshurst : 1933, part of Pulborough transferred from Thakeham Rural District to Horsham Rural District and added to Billingshurst.

Cowfold : 1896, transferred from Cuckfield Rural District to Horsham Rural District.

Crawley : 1895, boundary of East and West Sussex altered so that Crawley was in West Sussex. 1933, parts of Crawley added to Lower Beeding and Rusper. 1956, Crawley Urban District formed from parts of Crawley and Lower Beeding. At the same time parts of Crawley were added to Lower Beeding and Rusper.

West Grinstead : nil.

Horsham Rural : 1894, that part of Horsham outside of the Local Board district was named Horsham Rural parish. 1901, part of Horsham Rural added to Horsham Urban District. 1927, part of Horsham Rural added to Horsham Urban District. 1933, part of Warnham added to Horsham Rural. 1972, part of Horsham Rural added to Warnham.

Ifield : 1933, Ifield added to Crawley to form Crawley parish.

Itchingfield : nil.

Nuthurst : 1933, part of Nuthurst added to Cowfold. 1972, part of Nuthurst added to Lower Beeding and part of Lower Beeding added to Nuthurst.

Rudgwick : nil.

Rusper : 1956, part of Crawley added to Rusper. 1972, part of Rusper added to Warnham and part of Warnham added to Rusper.

Shipley : nil.

Slinfold : nil.

Warnham : 1933, part of Warnham added to Horsham Rural. 1972, part of Horsham Rural added to Warnham, part of Rusper added to Warnham and part of Warnham added to Rusper.
