The 1932 Act made it mandatory on district councils to compile planning schemes for their districts. Before the alterations of district boundaries brought about by the East Sussex Review Order 1934 both the Battle Rural District Council and Battle Urban District Council resolved to prepare schemes and submitted to the Minister of Health copies of 'Map 1', showing the areas to be included in the scheme and their relationships to the district boundaries.
After the review of district boundaries the preparation of the scheme covering the enlarged Battle Rural District Council area was begun, surveys were made and agreements with landowners reached. A draft 'scheme map' was adopted by the Council in February 1938 and amended to incorporate observations of the County Council and the results of consultations with property owners. The map was coloured to show the 'zoning' of each area as an open space, a rural zone, an area of scenic importance, a residential area etc, with details of population density.
