The local government re-organisation of 1974 resulted in major changes for the southern-most districts of Gloucestershire and the urban area of Bristol. The new county of Avon was created. The city of Bristol lost its borough status and became a district council with no control over services such as education, social services and libraries. The urban districts of Kingswood and Mangotsfield were amalgamated to form the urban district of Kingswood, receiving borough status in 1988 (see DA8, DC91 & DC92.) A new district council to be known as Northavon was formed to encompass the former rural districts of Sodbury, Thornbury and Warmley. Immediately prior to its formation a number of joint committees were established to discuss arrangements for the new council. A further period of local government reorganisation in 1996 resulted in the dismantling of the county of Avon and the formation of a new unitary authority of South Gloucestershire incorporating the former districts of Northavon and Kingswood.
