Administrative / biographical background

The Tees Conservancy Commission was set up following an 1852 Act of Parliament passed to replace the ineffective Tees Navigation Company. Its aims were to conserve, improve and regulate the River Tees and the first meeting was held at Stockton on the 22 November 1852.The first board consisted of 15 members; 5 from Stockton, 5 from Middlesbrough, 2 from Yarm and 3 appointed by the lord Commissioner of the Admiralty. Amongst the members were found the names of prominent local individuals such as Issac Wilson, HWF Bolckow and John Vaughan.In 1961, following a Bill in Parliament introduced to enquire as the adequacy of docks and harbours for current and future needs, The Tees and Hartlepools Port Authority was introduced.In 1967 the Commission came under the control of the Tees and Hartlepool Port Authority.
