The present situation is described accurately in Mr Slatter's report of the 29 January 1952. 1 With present carrier-based PCU the engine/propeller/PCU system has marginal stability at high air speeds. 2 The effect of the ECU at high speeds is to disturb the equilibrium of the system and unless the system possesses sufficient stability will cause the onset of surging.
