The first file in this series covering the period Jan.-June 1836 has the same physical format as the preceeding series of Assembly Files, i.e. an actual file on a thong rolled in a parchment cover. No files have been found for the period 1836 to 1853, and all that survives for the year 1853-4 is a return of attendance at council and committee meetings. However, from Nov. 1854 until Oct. 1868 there is a virtually complete series of files containing separate bundles of papers for each meeting of the Council. Each bundle usually includes the printed notice of the meeting, the agenda, apologies for non-attendance, and some files also include correspondence, reports and draft resolutions etc. There is another break in the series from Nov. 1868 to Dec. 1888, but more files survive covering the period from Jan. 1889 to Dec. 1896
