These minutes record and reflect the development of the powers and functions of the Council under the Corporations Act of 1835. Two of the committees established by the Council in 1836, the Finance Committee and the Watch Committee are still extant although their powers have changed, others such as the Electricity Committee reflect functions which have now passed from the control of the Corporation, and some such as the Northgate Street Improvement Committee and the Racecourse Committee represent committees appointed for a short-term specific purpose. The minutes of most of the special purpose committees were recorded in the Special Committees minute books, but there are a number of committees, such as the Library Committee and Publicity Committee, whose early minutes are recorded in the Special Committees minute books and later developed a separate series of their own.
Like the Council minutes, the minutes of each committee were hand written until Oct. 1896. From Nov. 1896 the minutes were printed, but continued to be pasted into separate volumes and signed by the committee chairmen until April 1961. In this list the committees have been arranged in date order of establishment, but under the most recent name. However, changes of name have been noted in the introduction to each committee and cross-referenced in the alphabetical list of committees
