The Civic Centre was built to designs of Mr E Berry Webber, ARIBA, who won the Town Hall Competition of 1928. There were 47 sets of designs submitted by various architects and the first three places were awarded as follows.
1. Mr E Berry Webber, A.R.I.B.A., London
2. Messrs Couch, Butler and Savage, Birmingham
3. Messrs E Lyons and T.E. North, London
The entries were displayed in the Old Hartley Buildings prior to the judging by Mr. Austen-Hall. The winning designs were then displayed for a month (Sept-Oct 1928) at the Central Library. There is a good account of the background to the decision to build a Civic Centre in Sir Sidney Kimber's book '38 Years of Public Life in Southampton'
