8th Jan. 1849. Printed summons from J. Finchett - Maddock for attendance at a monthly meeting of the Council on Friday next at 11a.m. with a note of agenda.

10th Jan. 1849. Letter from Edwd. Pugh for Mr. Lewis, Solicitor, from Wrexham, to J.Finchett Maddock. He has been directed by the Overseers of the Township of Gresford, co. Denbigh, to apply for a copy of the depositions upon which an order was made for the removal there from the parish of St. John the Baptist, of Mary Zacheray, a pauper.

Post-mark 30th Jan. 1849. Note of tenders for sewers in Newtown, addressed to the Town Clerk, Chester.

9th Feb. 1849. Letter from Jno. Gray & Co. from Roodee Iron Works, Chester (engraved letter head) to J.F.Maddock, Esq understanding that a petition has been got up to present to the Council re smoke, they state that the boiler and smoke consuming apparatus, provided at an expence of about £400, is nearly completed and they hope to have it in operation tomorrow.

14th Feb. 1849. Thomas Boardman from Stanley Place, Chester, to the J.F.Maddock, Esq., stating that he is willing to advance £1000 or £1500 upon the terms proposed in the advertisement that day in the Courant.

15th Feb. 1849. Watch Rate Summons from Edwd. S. Walker, Mayor, to Thomas Nabb of Bridge Street to appear at the Inner Pentice at 11 on Saturday, 24th Feb, to show cause why he refuses to pay 5/9 for which he is assessed for the year 1848

17th Feb. 1849. Henry Crockford from Dee Cottage to Sir Edward. He has seen that the Corporation proposes to borrow £5000 at 5% interest. Mrs. N. Crockford has that sum and he wishes to know the terms of the loan.

22nd Feb. 1849. Affidavit by Edward Williams of the City of Chester, plumber and glazier, and Thomas Nabb of the same, that Samuel Watson, son of Joseph Watson of the same city, hatter, was bound apprentice to Edward Williams by indenture dated 22nd Dec. 1845, which was not enrolled.

19th Feb. 1849. Jas. Hughes to J. Finchett-Maddock, Esq., covering letter for

19th Feb. 1849. Jas. Hughes to the Chairman of the Finance Committee. The "Heart of Oak Lodge" (an enrolled Beneficial Society) having £300 at their disposal - at present in the Bank of Messrs. Dixon & Wardell in the names of the Trustees - would be willing to lend the same on the terms of the advertisement for loans.

5th March 1849. Affidavit of John Smith of the City of Chester, woollen draper, that Thomas Davies, son of Margaret Davies of the said City, widow, was apprenticed to the deponent by indenture dated 6th Feb. 1847, which was not enrolled. Signed: John Smith, before Edwd.S.Walker, Mayor.

5th March 1849. Affidavit of John Smith of the City of Chester, woollen draper, that Thomas Morris son of William Morris of Penley near Ellesmere, co. Salop, farmer, was bound apprentice to the deponent by indenture dated 27th May, 1843, which was not enrolled. Signed: John Smith, before Edwd.S.Walker, Mayor.

10th March 1849. William Church from Frodsham, concerning the loan to the Corporation, as a friend of his will have about £700 to put out at interest in the course of a week or ten days.

15th March 1849. Henry Crockford from Dee Cottage. He will communicate with Mrs. Crockford's Trustees concerning the loan but thinks they will not agree to a rate of interest less than 5%.

17th March 1849. Letter from Mary Walker from Abbey Green, complaining of the nuisance in the quarry under her windows, where a number of pigs are kept and a foul and offensive ditch is uncovered, and asking whether the Board of Health can do anything to remove it.

20th March 1849. Rev. R.H.M.Hughes from Llansantffraid Vicarage, Oswestry, to Mr. Brown, stating that he has £650 which he is willing to invest.

22nd March 1849. Henry Crockford from Dee Cottage, Queens Ferry, stating that Mrs. Crockford's Trustees have decided to lend £5000 on mortgage at 5% so they must decline the loan of £4000 at 4½% to the Corporation.

3rd April 1849. The Rev. R.H.M. Hughes, having been informed by Mr. W.Brown that the Town Council have determined to accept his £650, asks to be informed officially when the money is required.

6th April 1849. Geo. Jones from Hargrave School, to J.F. Maddock, stating that he is willing to pay the 10/- stamp duty on the additional £100 and that at an early period he hopes to be ready to hand over the sum of £300.

7th April 1849. William Church from Frodsham, stating that the person on whose behalf he wrote re the £700 and he himself will wait upon him (Town Clerk?) at an early hour on Monday morning.

9th April 1849. Peter Browne from Brynllithig to J.F. Maddock, stating that his letter has been handed to him by the Rev. Mr. Hughes, and that the sum of £600 will be lent upon the terms proposed.

n.d. Rev. Mr. Hughes to J.F. Maddock, stating that he has forwarded his letter to the acting trustee (Peter Browne, Esq., who will advance the £600 to the Town Council upon the terms proposed. The securities must be made to Mr. P. Browne alone in trust for Mrs. Margaret Hughes.

10th April 1849. Charles Wilkin, Solicitor for the Receiver General of Wales, from 217 Piccadilly, to the Mayor of Chester, applying for £30.12.8. being 87 years rent for lands in Iscoed due to Her Majesty at Michaelmas last.

10th April 1849. Charles Wilkin, Solicitor for the Receiver General of Wales, from 217 Piccadilly, to the Mayor of Chester. A similar application for £187.18.4. being 88 years rent for lands in Iscoed and lands in Holt, co. Denbigh.

12th April 1849. Letter from Chas. Stewart, Chief Constable, Town Hall, Warrington, to Finchett Maddock, forwarding a copy of their approved Regulations for the government of Public Lodging Houses in that borough.

16th April 1849. Peter Browne from Brynllithrig to J.F.Maddock, stating that he has communicated with the Bank and the money will be ready about the 30th inst. and desiring to know whether he is ready to receive it.

23rd April 1849. Peter Browne from Brynllithrig to J.F.Maddock. The £600 is lodged to his credit in the Oswestry branch of the & south Wales Bank and he intends to hand over a cheque on 30th inst. in exchange for the security proposed.

25th April 1849. Letter from Linton Hughes, Town Clerk's Office, Liverpool, to J.F. Maddock, covering a copy of their bye-laws for regulating lodging houses and a form of the register kept in the Inspector of Nuisances' Office.

26th April 1849. Charles Wilkin to the Mayor of Chester, calling attention to his two letters of the 10th inst., and informing him that unless the arrears are paid on or before the 2nd May, he will issue a warrant to distrain upon the property without further notice.

30th April 1849. Linton Hughes, Town Clerk's Office, Liverpool, to J.F.Maddock, stating that the number of lodgers allowed to each registered lodging house is fixed by the Medical Officer of Health, and giving particulars.

4th May 1849. John Philpot from 20 Montague Street, to Mr. Faulkner re St.John's, sending a copy of the Minutes as the Registrar has given them out. Mr. Turner suggests some alterations in the wording as to repairs and proposes that the Curate should have an increased allowance. He was sure that this would meet with a decided negative from all parties. Mr. Turner seemed dissatisfied with this and said that he would submit the Minutes as they are to the Solicitor General to do what he thought right with them.

9th May 1849. Charles Wilkin to John Finchett Maddock, acknowledging his letter of the 8th, enclosing an extract from the proceedings of Fincnace Committee concerning Crown Rents. He can give no further information beyond that in his letter of 26th ult. Any further information may be obtained from Mr. Fearnside, the Land Revenue Record Keeper at 11 Spring Gardens.

10th May 1849. Letter from John Philpot, from 20 Montague Street (London) to J.F.Maddock re Attorney General v St. John's. He is surprised that Mr. Turner should have sent down the subpoenas for costs on the two petitions of Appeal, having informed him that instructions had been laid before Counsel to prepare a Petition (to except to the Master's Certificate) to the Lord Chancellor. Having seen him to-day he states that he intends waiting until after the meeting of the Committee before he issues any attachment. The Master's Certificate is for £123.10.10. and £69.5.0. making together £192.10.0.

15th May 1849. John Philpot to Mr. Faulkner re St. John's, stating that the amount of the Costs were sent to Mr. Maddock on Thursday last. The Petition was presented yesterday. He asks whether he wishes to have a Copy of the Costs carried in and taxed.

6th June 1849. John Philpot concerning the statement of costs in Corporation of Chester & Holyhead (Railway Co) which have been paid, and concerning the Petition to the Chancellor concerning St. John's Hospital Suit. From Mr. Robert's letter it would appear that Committee wish these proceedings discontinued. He asks for instructions and refers to the charges which may be incurred. Copy of the receipt for £3833.8.0. paid into Court by the Chester & Holyhead Railway Company.

18th June 1849. John Philpot to J.Finchett Maddock. He has spoken to Mr. Turner as to waiving costs of the Petition in the St. John's Hospital Suit if they abandon it, and he has no doubt the Attorney General will do so. He asks whether he shall make a written proposal to abandon it. The precept in Ridpath v Berrington has been altered.

21st June 1849. Letter from Wm. Bennett (Iron Founder, Liverpool) to Mr. Turner. He has forwarded the notice of nuisance (House of Refuge, Boughton) to his solicitor with instructions for the wishes of the Sanitary Committee to be immediately carried out.

23rd June 1849. Thos. Pullan, Secretary from the Committee Room, Public Baths and Wash-houses, Chester, to the Mayor, asking for his influence as chief magistrate of the City to obtain for the House of Refuge, Boughton, establishment exemption from payment of all local rates. As the income of the establishment will be devoted to liquidation of current expences and to the expansion of the sanitary experiment, it is hoped that indulgence will be granted similar to that enjoyed by such institutions in Manchester and Liverpool. Exemption from the payment of Window Duty has already been conceded by the Board of Stamps and Taxes.

2nd July 1849. Contract between Robert Roberts of the City of Chester, contractor, and Charles Potts and William Brown, Esq., two Members of the Town Council, for building drains in Egerton Street and Goss Street,

6th July 1849. Charles Gore from the Office of Woods, &c. to the Town Clerk, Chester. Having been informed by Mr. E. Roberts, Junr. the Treasurer to the Chester Charity Trustees, that he would hand over a letter from the Board to him re the arrears of Crown Rents from the Corporation of Chester for premises in the Lordship of Bromfield and Yale, co. Denbigh, he asks his earliest attention.

23rd June 1849. Letter from Charles Gore to Edward Roberts, Junr. referred to the Treasurer to the Chester Charity Trustees, giving details of the arrears for the various lands.

10th Aug. 1849. Letter from nine persons (named) to the Mayor and Council, calling attention to the state of the footpath near the Cross.

[For a Council meeting, 24th Aug. 1849] Report by B.Baylis, City Surveyor, as to the drainage of Handbridge.

1st Sept.1849. Statement shewing the balances of the Lamp, Watch and Improvement Rates levied by the Town Council of the Borough of Chester for the year 1848.

8th Sept.1849. Letter from Thomas Worrall of Werburgh St. to Mr. Bagster, stating that the bearer, Mr. Wood, is willing to contract for making a straight drain down the coach entry to the main drain in Handbridge for £8. He agreed to pay £4 towards it as ascribed to the late David. Evans. Signatures: Thomas Woods, John Baxter, added.

24th Sept.1849. Letter from Robt. Jones, solicitor, Castle House, Llangollen, to Mr. Jas.Paul, Mr. Finchett Maddock, Solr., Chester, John Francis has just called with Finchett Maddock's letter on behalf of Messrs. Dixon & Myers, timber merchants. Mr. Ward of Black Park, pa. Chirk, in whose employ he is, is away at the seaside and he cannot raise the money until his return.

28th Sept.1849. Notice, printed with details filled in, that the receipt of Land and Assessed Taxes will be held at 9a.m. on Tues. November 13th 1849, at the Inland Revenue Office, Old Post Office Yard, Chester. Signed: Wm. Adam.

28th Sept.1849. Covering letter for the Land and Assessed Taxes from Wm. Adam to J.F.Maddock. He will send the printed forms when he receives them and asks him to instruct the Parochial Collectors what to pay in.

Sept.1849. Circular letter from James Mc. Adam, Road Office London, re Turnpike Trusts, in accordance with an order of the House of Commons dated 28th July 1849, and calling attention to the Act of 12 & 13 Vict. cap.87. Form of Return to be completed by the Clerk to the Turnpike Trustees and sent to the Secretary of State. Printed; not completed.

1st Oct.1849. Wm. Adam from Inland Revenue Office, to J.F.Maddock, promising more detailed particulars re 368, 369 above) and stating that he will himself instruct the Parochial Collectors.

5th Oct.1849. Letter from Edwd. Bramley, Town Clerk of Sheffield to the Town Clerk, Chester, enquiring whether at the election of Aldermen, it is required that each person elected have the votes of a majority of the members present or simply an actual majority over any other person.

6th Oct.1849. Notice of motion from W.H.Brown to the Town Clerk for the next Council meeting: to present a memorial concerning the nuisance arising from the work carried on at the Roodee Foundry and praying the interference of the Council.

8th Oct.1849. Letter from John Walker to John F.Maddock. He has considered his application to deduct from his fees as Clerk of the Peace, the items relative to the Monthly returns. Understanding that the Finance Committee considered that he had made an improper charge, he sought the Recorder's opinion which he communicated to the committee. If the Council wish him to consent to a general alteration in the Table of fees, he is willing to leave the decision to Mr. Humberston.

9th Oct.1849. Letter from Rob. Jones, solicitor, from Castle House, Llangollen, to Mr. Paul, J.Finchett Maddock, J.Francis will give a bill for three months re his account with Mr. Ward, before which he will finish a new building in Llangollen for Mr. Dicken, surgeon, and will be able to pay.

9th Oct.1849. Letter from J.Hicklin of Curzon Park, to Finance Committee, at the request of his neighbours, concerning the circumstances under which they are required to pay the Lamp and Improvement Rates. The Lessees are under contract to Lord Howe to keep the roads in repair and, as they have no lights, he asks that they will forego a demand for some portion of the Rates, or provide lights.

10th Oct.1849. Letter from W.Welsby concerning an adjournment of the Sessions on the 19th, from ten until one, because of arrangements for Divine Service.

11th Oct.1849. Covering letter from Robt.Jones to Mr. Paul, J.Finchett Maddock, Esq., Chester, for a bill duly accepted by John Francis who will meet the same in due time.

11th Oct.1849. Letter from James Pownall from Crane Street, to J.F.Maddock, Esq., enclosing a letter to the Mayor on the subject of a complaint by the householders of that neighbourhood, the Walls and Curzon Park, concerning the Roodee Foundry.

17th Oct,1849. Letter from John Gray & Co., Roodee Iron Works, Chester (engraved letter head), to J.F.Maddock, Esq., acknowledging receipt of a copy of a minute of the Town Council of the 12th inst., and assuring him that they will continue to render their works as unobjectionable as they can.

20th Oct.1849. Letter from James Frith, Clerk to the Guardians, from the House of Industry, to the Chairman of the Watch Committee, concerning an order made on Thursday last by the weekly Court of Guardians relative to the relief of vagrants passing through the City.

31st Oct.1849. Notice from John Faulkner of Newgate Street, as Ward Assessor for St. John's Ward, that he has appointed William Henry Phoenix of Watergate Row, attorney's clerk, as his deputy.

5th Nov. 1849. Mr. Boydell to the Town Clerk, claiming exemption from serving as a Councillor for St. John's Ward on the ground of his late service.

5th Nov. 1849. John Morris to the Town Clerk, stating that not being a householder he is not qualified to be on the burgess list, and is therefore ineligible for office as Councillor (for Boughton Ward).

8th Nov. 1849. Letter from John Morris to the Town Clerk, thanking him for sending the Recorder's opinion. He thinks he will agree that he should not avail himself of an error to accept an office for which he is legally disqualified. Endorsed: Claim of exemption from serving as Councillor for Boughton Ward.

8th Nov. 1849. Jonathan Jones from the Old Post Office, to the Town Clerk, asking whether he is legally returned for Boughton Ward.

10th Nov. 1849. Jonathan Jones from the Old Post Office, to the Town Clerk, protesting against another poll and claiming his seat.

12th Nov. 1849. Letter from John Trevor to J.F.Maddock, asking for a copy of the vote of censure on Turner, out, of the Corporation Books, moved by W.H.Brown.

14th Nov. 1849. Letter from Wm. Adam at Chester, to J.F.Maddock. He has begun the Receipt of the Land and Assessed Taxes, and asks Maddock to send him the official Return thereof which he omitted.

19th Nov. 1849. Letter from Charles Pearson, City Solicitor, Guildhall, London, to the Town Clerk of Chester, stating that no County Rate is levied in the City of London and charges that would elsewhere be met by a County Rate are there defrayed out of the funds of the Corporation. The expences of prosecutions and the maintenance of convicts now amounts to so much that it is intended to apply to the Treasury for payment of the whole amount. He asks what course Chester takes. The Governor of Newgate believes Counties only, not Cities which are Counties, are repaid by the Treasury out of the Consolidated Rate.

19th Nov. 1849. Scrap, part of letter from 11 Herford Terrace, Coventry, concerning payment to Miss Morrison of half year's interest from bonds on the Whitchurch Road. The bonds have not yet been transferred to them from the late Mrs. Cross.

23rd Nov. 1849. John Philpot from 20 Montague Street, Russell Square, (London) to Miss Morrison re Mallinson & The Chester & Holyhead Railway Co. Mr. Tyrrell's clerk called this day and offered to pay these fees under protest that they ought to have been paid by the Plaintiff. He declined to receive them without Finchett-Maddock's authority. He had been speaking to some of the Masters and they thought that severally the fees could not be allowed as defendent's costs: with a copy of the protest made by Timothy Tyrrell to J.Philpot.

24th Nov. 1849. Letter from H.Hewlings from Wolverhampton to Finchett Maddock, asking when the Chester Tolls will be let.

n.d. Thursday. Letter from G.Prichard from Bridge Street Row, to Finchett Maddock, asking for an impression in wax on a card of the City Seal. The same gentleman also desires an impression of a seal belonging to St. John's Hospital and he asks where it may be found.

5th Dec. 1849. Notice of motion by Robert Turner, that the sheds, pens... for the formation of a convenient cattle market, be erected on a piece of land belonging to the Mayor, Aldermen and Burgesses and known as The Paddock, in the City of Chester, and that the above works be constructed under the supervision of the Corporate Estate Committee.

13th Dec. 1849. Letter from Tho. Jones, from Richmond Place, to the Chairman and Members of the Town Council, calling attention to the case of the Trustees of the Chester and Northop Turnpike Road being about to dispose of the waste land on the Chester end of the road, reducing the width between the fences to thirty feet, contrary to the General Turnpike Act and causing public inconvenience.

[1849?]. Draft of Council resolution requiring proof concerning the charges of journeys to London, etc., in the St. John's Hospital Suit.

[1849 or later] Notice of motion by Mr. Trevor that it be referred to a select committee to frame bye-laws for the better regulation and governance of lodging houses.

[1849?]. Letter from John Trevor to John Royle, Esq., stating that he thinks the report of the Corporate Estate Committee about the Saltney land should be referred back. Mr. Bennett's offer was for the long strip opposite his land and covering his boundary, and he would re-convey to Mr. Mascie the part required for the Church schools. If the Committee will not take his offer, it will be desirable to communicate with him again before submitting the matter to Council.

[1849-50?]. Letter from W.H.Brown from St. Martin's, to the Mayor, regretting that he will be unable to attend Council meeting as he wished to move an amendment to Mr. Glover's motion, desiring a report of the present state of the suit (St. John's Hospital ?).
