Folios 276-277. Letter from Walter May Barton, Clerk to the Guardians of the Mitford and Launditch Poor Law Union, to the Local Government Board, in reply to their letter of 26 November 1879. He encloses a copy of Mr Girling's explanatory observations.
Copy of a letter from William Girling, Clerk and Steward to Norfolk County Asylum, Thorpe near Norwich Norfolk to Walter May Barton, Clerk to the Guardians of the Mitford and Launditch Poor Law Union. In the letter he states that the patient was sent out on probation under section 79 of 16 & 17 Vic c 97 [Lunatic Asylums Act], which requires a medical certificate to be forwarded at the expiration of such a trial.

Annotated: 'The Guardians have not answered the question, whether this lunatic was sent to the Asylum as a pauper lunatic. Assuming that he was, it appears to me that he was not a pauper, and in fact ceased to be a pauper, when he was discharged from the Asylum and maintained himself by his own labour. I think therefore that Article 25, Number 3, did not apply to this case and under these circumstances I cannot find that the Guardians were under any liability to furnish a Medical Certificate under s79', 6 December 1879.
